EL1 WHS Manager
Lead WHS strategy in a complex, high-profile environment - influencing culture, managing risk and delivering safe outcomes for the Department.

The Role
The Work Health and Safety Manager is an ongoing, full-time EL1 position based in Canberra. Reporting to the Head of Human Resources, this role leads the delivery of WHS strategy, early intervention and injury management programs across a complex operating environment. You will manage a small specialist team, partner closely with senior leaders, and play a key role in embedding a proactive, risk-aware safety culture across the organisation.
Key Duties
- Lead and deliver WHS services aligned to organisational strategy and legislative requirements
- Provide expert advice on WHS legislation, codes of practice and risk management frameworks
- Partner with senior leaders and stakeholders to embed safety into core business operations
- Oversee early intervention, injury management and return-to-work programs
- Lead WHS reporting, investigations and engagement with regulators (including Comcare)
- Manage WHS governance, policy frameworks, budget and external supplier engagement
- Demonstrated expertise in WHS legislation and safety management within complex environments
- Proven experience identifying WHS risks and designing effective mitigation strategies
- Strong written and verbal communication skills, including executive-level reporting
- Experience managing workers’ compensation and early intervention programs
- Confident people leader with resilience, sound judgement and the ability to operate with autonomy
- Relevant WHS qualification (mandatory); industry membership desirable
